Is DUSK a security token?
No. DUSK is not a security because it presents a protocol-regulated inflationary mechanism and provides no profit or dividends whatsoever. It absolves the same role of Ether in the Ethereum ecosystem.

Vitalik claims don't make it really a product. Also dusk won't be a token it is a coin so can't say it is a security or utility whatsoever. It has utility features and simply works like ethereum. And as far as i understand if sto's can be the new thing, and dusk hosts sto's like ethereum do for ico's it can reach ethereum's market cap and can be also a payment method like ethereum.

After the private is conducted we will deploy a smart contract which will vest allocations second by second. What this means in practice is that at any point a token investor wanted to release their tokens, they can make a call on the smart contract and then will have access to the total number of tokens that will have vested at that second.

As an example: after the lockup, tokens will be vested over 31,536,000 seconds (365 days x 24 hours x 60 minutes x 60 seconds). If they did it at exactly 6 months, they would receive half. If they did it at 1 day, then 10 days, then 57 days, and then every 3 weeks; they would receive the relevant whole tokens (rounded down) at each specific second.

There will be no way to dump your full allocation within 12 months.

I have a hard time understanding what you're saying. The Dusk token (DUSK) is a utility token. The countries being restricted to participate in the privatesale has nothing to do with securities.

unfortunately you're right the ico is very valid but it seems only accessible to large investors, 100 eth i think they are too much for the middle and small investors, must wait for the listing of the token on the exchange to participate, at least for what concerns me...

100 eth indeed is a very big amount and most people won't dare to risk it on ICO. Only those who are already rich who will have a chance to participate. I will wait for the next phase with the make sense requirement to enter into the project.
