Don't do that. It is one thing to ask for help from another dev to see if they can take a look at a coins code, but dont insult the coins current main dev while doing so. That's just fud and isn't needed.
That being said, considering both PoW and PoS worked the same way you would expect to see them in other coins before he added velocity, the current behavior is more than likely affected directly by the new velocity code and based on CC's explanation it is working the way it should be working. Different developers approach the blockchain differently and this coin doesnt behave quite like a lot of the others.
I personally don't think you should hard code lower limits as extra checks after a block is mined/minted. I also think that the concept of difficulty and difficulty adjustments (with the right algorithm) were designed to address the exact same problem that velocity was implemented to fix (blocks mining/minting too fast). But, this is not my coin and I'm sure CC will make an update to ease some of the complaints of the ESP users soon.

Thank you very much for your view and input it is very valuable to us as we try to consider many things while developing for Espers.
As you mentioned Velocity currently is indeed the control freak of the chain so to speak and because of it controlling the chain vs allowing the current incorrectly configured diff retarget system things do report incorrectly despite the chain functioning and moving quite nicely.
We do not intend to keep it this way of course and have just been busy as we do work on other projects as well and assist other developers from time to time as I'm sure many do around here.
Ultimately the difficulty retarget system is being overhauled this week, we had to clear the schedule out so to speak as personal family issues had caused a major backlog in workload since for almost two weeks no work was done.
This way Velocity will merely be a check, I know we all have our different views on projects and their development and this is the route that we believe will be most beneficial to this blockchain for the future.
