What for exactly will u spend money collected during ICO? If exchange is already ready and u dont need to create it from the scratch

Recently, a lot of ico with the idea of an exchanger. I hope that this one will be successful. Doubts are caused only by the Russian team, and why with a relatively small hardcap such a long period for ico.
