I think so,because this is not actually exchange. Their primarly goal is making "blockchain smart city".
To my mind it is obvious that Binance almost has no competitors and I doubt any new exchange will ever beat Binance
Ethereum once dominated among altcoins too, but now it has equally strong competitors who can soon outrun it due to the fact that they managed to offer something better. The same will happen with the Binance, when someone can offer the best conditions and compete with it. Today's major projects once started from scratch and were little known, so any young project today can become the best in a couple of years. To my mind it is obvious that Binance almost has no competitors and I doubt any new exchange will ever beat Binance

Binance business is exchange only. and binance is the number 1 exchange in the world, so there is no fault to copy binance. I think these guys are more concentrated on creating smart city and making IEO

I have doubts that it is a scam, they don't hide their faces. But a point that you catched with WP should be explained by officials. I believe it is ok to be similar with another project , it is about competition. But 100% coincidence in WP isn't really good and should be explained.

I think that's because IEO is very popular now, and investors like it. Besides, after IEO, that token would be listed by exchange automatically . To my mind IEO is less complicated, you don't waste time on listing

How is the ico better? Depending on the exchange, the probability of the scam decreases with the rep of the exchange, as they do research the background check for you.
The guy you quoted is just a paid thread spammer. He gets paid to bump threads to make it appear like they have activity. Usually projects that hire bumping services are scams. I don't know why anybody would invest in this project because of that, and the fact that their white paper is heavily plagiarized from the Binance whitepaper:
I was going to write up a formal scam accusation against them but I've been too busy. Probably soon.
