Paragon is a security token now as per SEC verdict. Therefore, Livecoin and few other exchanges dont have necessary permissions to deal with security tokens, so they had to delist. This is the issue you have to deal with livecoin exchange. I am not sure what you mean by "correct answers". But if the tokens are delisted, and this is still an erc20 token, it's up to the livecoin to make them withdrawable.
Ps. i would recommend to study on what happened to paragon project before buying this token.
