You are exaggerating. One whale won't buy all tokens because that will be too expensive and whales are always trying to diversify investments

I agree with tiger5056. Name a concept like this and mostly you see something good happened. Paypie won´t have more problems with big investors as the companies had 100 years ago. The concept is very good and stable

But sometimes some whales come in and get everything in 10 seconds. I hope we can participate paypie but, you never know.

Big investors would want a big piece it's for certain.

mmmm, I don't see why would that be necessary, anybody could participate, so why use a whitelist? the only thing I could think of is to have an estimation of the investment in a pre-ico, so they could receive a bonus for early participation, that is an advantage you are asking to have, can be good or bad.

For such popular and strong projects as paypie, it would be nice to have a whitelist or an individual cap like in icon so everyone can participate

Fizcal is another project that deals with blockchain accounting. But they are focussing solely on accounting (afaik) whereas Paypie has further features like credit risk assessment + invoice marketplace.
