Yes you must encrypt and then unlock the wallet for staking only. The wallet must stay open or you will not stake. If your wallet has 0 coins you will not stake. Your chances of staking a small amount of coins is low. The more coins you have in your wallet, the more chances of a stake. Its kind of like a lottery

then 10-11k is 50 coins and then it defaults to 1%

How can i stake coins?
You first have to have coins in your wallet. Make sure to backup the wallet. Now encrypt it with a password you remember. Restart the client, unlock the encrypted wallet for staking only, if you typed in the password correctly, replace the previous backup of your wallet with the now encrypted one. now wait. Every time your coins are moved you will loose both coin age and weight, so try not to move them. also you want larger chunks, 100 or more coins per input. you will stake faster than coins with less.
