Yes, anyone can buy, but the discount will depend on the amount invested. Here are some details:

Round A:

   1 TRN = $ 2.261 (discount 30%) 0-15480 TRN
   1 TRN = $ 1.615 (discount 50%) min 15481 TRN
   1 TRN = $ 0.646 (discount 80%) min 77400 TRN

   Round B: discount up to 35%

   Round C: no discount
