There doesn't actually need to be a "dev" (of course it would be nice to have).
If you look at CANN, the source code for that wallet hasn't changed since it switched to x11 months ago. Most coins never change the source code. I wouldn't really called delta9 a "dev", I would call him a visionary. I don't think CANN has a dev. They hire someone to update the code. There definitely isn't anyone test/debugging the CANN code.
This coin is ripe for a dispensary to come along, buy a bunch of coins and peg this coin 1:1. This coin has 11x less coins than CANN which would make it a lot easier to pegg.

STV is a limited resource. Since the coin is on bittrex it could be added to CannaPay. It would be nice to see that happen. Someone should contact the CCN guys (let them buy a few STV while its dirt cheap) and then maybe they will add it to CannaPay.
