Well considering that the 10% will be used to further promote the coin and a sort of way of ''mining'' to people without rigs. The coins will be distributed over 4 years so they will have close to no impact on the price (in regards to reducing it) but will have a big impact in increasing demand which will hopefully drive it up!
IPO is here to make sure the initial coins aren't being worthless and the giveaway is just a form of diversification.
