TPAY hasn't done so much since it got listed on exchanges. I remember there were several trades for Tpayvat $3 in their Telegram Channel abd its still hovering over the ico price of 0.00003 BTC per TPAY voin. If you ask me, That's not so much like you described. And It'll take more than just japanese regulations and licenses to get Qcrptos exchange anywhere close to the top spot.
