Yes it does, when you want to list a coin to a GOOD exchange it costs a lot of money. in 2014 this wasn't that much of a problem but most exchanges want to be paid a lot of money today. You need to start somewhere
Metallicelmo is right. It was much easier in 2014 to get a coin listed. It was new and every coin was pit somewhere. Fast forward to today and exchanges have grown, and with their growth, have become more scrutinizing, at least the good ones have.
We have applied to a lot of exchanges in the last couple weeks, but everyone wants some fee to list us. Cryptopia, for instance, wants the equivalent of 25BTC to list on their exchange. Now, this might be because of market factors right now and the cost of their DOT is so high, but that is a lot of BTC.
We need financing to get listed on a reputable exchange with traffic. An ICO makes perfect sense to gain those funds while expanding our coin holder base.
RB25 is right. Now a days exchanges ask for ridiculous amount of money to list any coins. They are taking every opportunity to make money out of this.

Greetings everyone. We will be releasing the ico website early so everyone can get signed up and have your BTC, LTC and ETH deposited early and ready for the second stage if the ICO. We will be releasing the link tomorrow. You will NOT be able to purchase USDEX until the stage 2 start date. We are doing this so everyone can have their accounts and payment types ready when the ico starts since transactions take a bit to load. You have a couple of options. 1. You can sell them on Yobit. or 2. You can come to the Discord link on the first post and ask if someone with USDEX will swap you. There were a couple of members of the discord doing swaps, so you have to ask them what they will give you for your old USDE.
This project USDEx looks promising, i look forward to more updates. I think that the modern chain of blocks needs to be modernized. If your project offers a new approach to this, then I think that your project will be successful.
