Yes, viacoin.conf resides in the same folder as wallet.dat.
Whether adding nodes speeds up the process of syncing is something I never looked at, so I don't know.
Maybe Romano can shed some light on this.

I found some viacoin.txt with seed inside, after downloading wallet, there is no such thing as seed recovery, does the wallet changed, or my notepad is wrong?
