Already possible; start wownerod manually and choose 'localhost' at the node selection in the starting screen of the light GUI.

Unfortunately the GUI that you use doesn't work anymore. The light wallet is latest (http://light.wownero.com) but it does not support payment ID's.

Your only option is to use the CLI wallet to send your transaction. You don't have to compile wownero yourself, you can download the binary instead: https://github.com/wownero/wownero/releases



Or you can also use the Android wallet on Google play store - wownerujo
