The mechanism you are looking for is Governance, and that is coming in December with the beginning of Year 2.

Hi, I read that FOR (ForceCoin) also has some kind of TOR integration... Could some kind soul outline the key differences between BWK and FOR? Perhaps there is some kind of comparison diagram somewhere? 
Has Bulwark team had plans to integrate TOR into Bulwark network?It might be amazing changes for the project, generally.
