The responsible of Dogecoin fail is Jacky Palmface himself.
Like "let's create infinite amount of dogecoins forever" (while Everyone in the community was against it) and "I don't gare about money" and "1 doge equals 1 doge" and "I refuse venture capital" and "this coin is not for greeeedy people". Okay. More spoilt child philosophy. Now you have a valueless token. Do you think 1 doge = 1 doge for the people maintaining your network with their miners ? No need to be Nobel prize to see that this was going to fail hard.
Community isn't responsible, the problem is the lack of responsabiliy of the developpers. Like hey let's broke Dogecoin both legs give it to the community and see where it goes.

Agreed! even Jackson Palmer says,
"New features aren't being implemented into dogecoin because there's no active development anymore. Eventually, it will become outdated. And with that, the network will organically wind down."
doge needs to:
1) Start grass roots campaign to bring him back ("to be the big toe for us") (Hes watching ^^, its his baby)
2) hard fork to lower/maybe even end total to be produced - Things change, its why they put erasers on pencils. You want to be inherently inflationary, but at this rate its like hyper inflation.
3) add development and features and promote - (not NASCAR! But something crazy like that , that shows usefulness of crypto in real world situation...maybe globally)
Do those and its definitely a "to the moon resurrection..in spades!" imo
maybe DOGE is not over hyped today but i belive that DOGE won't fall all time like other 
.
