Just to be extra clear here: I'm making an API call and receiving an error. With no IPs in ACL list, I get no errors.

Wanted to see if you inputting your correct ip.

If with no ip in the ACL list it's working fine you are entering the wrong IP.
Maybe your hosting is having a different ip on out going connections.
Can you ask them?
