I think you must have been looking at another website. Aqua is PoW with no ICO, there will be no airdrop. it is decentralised by PoW utilising argon2id algo.

Well to recap recent events... we have just has our fifth hard fork, "HF5".
Once HF5 activated, we change the proof-of-work algorithm from ethash (pow version 0) to argon2id (pow version 1). argon2id seems to be a very good choice for fair-distribution mining.
As far as what is on the roadmap, I'm looking forward to implementing:
- elements of fungibility and privacy
- a light GUI wallet
- a 'local explorer' that any full node can use instead of relying on a web site
- BTC-JSON RPC methods
- bounty program
