Their decision to relocate the trollbox moderators to helpdesk might be a good decision, they certainly understaffed on support (that's why the pending tickets response) and I think their previous command chain is the trollbox moderators will forward complains addressed to them to the helpdesk. But, since the helpdesk themselves are understaffed, the bottle-neck event happened. By relocating the staff to that position, they might solve the problems because they move the staff who (harshly say) "did nothing useful" to a more helpful sector
