Yes, you can always write but such reviews are subject to approval and scrutiny.
If you are approved member of Coinlancer platform then you don't need to wait. In case you are newbie without rating, Yes ! your comment might have to go through approval.
I guess everyone has to prove their claims, why do you think only newcomers would have to.

Yes you can take an action on such ratings.
No ! Tribunal wont be paid for this, but would be given higher rating in platform.
Not really ! In order to qualify for Tribunal, you have good rating first and you can only attain that by quality and quantity of work to deliver. Similar to Bitcointalk, when you register it is Brand New status and with time and work you Hero Member.
Once you have maintained good rating on platform, then only you can be considered for Tribunal.

I would like to post same question to you, how would you evaluate quality of Tribunal, if required. Though I wish you don't have to touchbase Tribunal.
How do you get likes on social media ? It is little similar to that. More you are rated more occupied you get in accord to maintain the quality people expect out of you.
