Normally, an airdrop campaign takes about 3-4 weeks. I saw also some airdrop campaigns which took 6-8 weeks. When did this airdrop campaign started ?

Funding is just necessary to ease out the whole process of setting up whats planned ahead. It doesnt necessarily tells the whole story of an ico.

I may partially agree with the statement you made, but the funding is one of the most factors responsible in the growth of the project.

But the thing is making eyecatching advertisements IS apart of organising an ICO. Dont do an ICO if you don't even have the skills OR the money

Sometimes, you don't really need to make a lot of advertisement when you have a great concept( like blockcollider, yggdrash, quarckchain, atonomi), a great combination of the team ( like the team behind powerledger and wanchain) but of course, seed funding is really important. And they could easily get some if the team behind a project have the experience in the crypto space.
