This is a good question and not one that has been asked on any project I follow. But, if they have a good advisory team that understands that, do you think they need to allocate any additional funds for it?

I believe that every project needs some additional funds for that, simply cos changes do happen and you have to be on your toes to ensure everything is done properly.
