Looks like windows build was broken. We had exactly the same problem before bug fixing.
I can not verify it as I have no access to windows machine, but it looks like that.
Could someone check it and recompile binary for windows?

I was a bit surprised as the most of POW/POS coins uses the hybrid phase first and then pure POS.
It need to be noticed this time the situation is different.
Actually AMBER is the POW coin with POS additional protective measure in it's latter period.
