ICO Website is online again

The reason was, that ShapeShift.io pushed their new website online. Therefore the API wasn't accessible for an hour. Now everything is back online.

1. You can't join our "official" testnet, we need to be quick to update our nodes. Therefore we don't allow it right now.

2. You can create your own local testnet. But the docker/binary versions will be released with the Lisk release only. Right now you can only install Lisk from source code.
