If the 10 million are not supposed to be useable - there should only be 22 million (+ 2 million that are from staking) = 22.2 million that are in circulation/useable. Why is it then that the Online Wallet + C-Cex wallet have a combined total of 26.2 million PSB?
No, that's not at all the way it happened. Here are a few clarifications, following your post:
1) Making the coins unusable was a possibility I think, but
making them unusable would punish honest investors, as these coins have been transfered from the thieves to honest people. Because the thieves sold their coins to a market, mostly Cryptopia afaik.
All these PSB selling transactions are untraceable, unless we get Cryptopia to collaborate (which they don't), so the Dev cannot provide any kind of info regarding the 10 million "illegally transfered PSB", it's impossible.
2) Also, the PSB chain was not edited. A new PSB blockchain was started instead, the "New PSBs" with the new staking (PoSP needed a hard fork to start anyways).
3) I think what Lutzow wanted to do is render unusable any
returned stolen coins. I don't think any hacker has returned stolen PSB yet.
