Typical fee is 0.05 SEM.
I heard it may be lowered in the main net.

The 1000 SEM to register as a delegate is burned while the votes remain under the control of owners (you can get the votes back any time).

You do not have to worry about this issue, SEM tend to be recognized for technical value, but the application value is the need to develop later

Otc means peer to peer transfer. There is nothing about your country. Just find an escrow and do whatever you want in there without a country limitations.
