I believe you need to download and install Java first. After that .bat should run normally.
Please follow instructions from GitHub project page:
https://github.com/semuxproject/semux
1. Download and install Java SE Runtime Environment 8.
2. Download the Latest Release and unpack it to a desired directory.
3. Run semux.bat if you're on Windows; or run ./semux.sh if you're on Linux or macOS. Be sure that your system date and time is properly synchronized. To run in command line mode, add --cli as a parameter.
4. (Windows user) You may also need to install Microsoft Visual C++ 2010 Redistributable Package.

Just like Zwiebo said, I believe you need to download and install Java first. After that .bat should run normally.

Maybe install Java first.
Unzip the complete folder. If it not works, try to open it with command line and copy + paste error message. This is better to give help. Maybe dev knows the error and can say something about that, or maybe you use an old or wrong version and it runs with a new download from github.

It is still unclear with the platform offered by this site and from the site is less attractive for a project that generates a double profit if later investors join to invest in this project.
I have a feeling that this project will do good in the future, might as well join in before the train left.
