What determines the probability of block validation?
As I understand it's not depends on SEM amount. Is correct?

It's simple round robin. Validator are listed from highest to lowest and get to validate the blocks one by one. If one validator is not available during its turn it will get skipped(miss a block) and the responsibility will go to the next validator in line.

I think it's a round robin over the validators list. To be on the list your delegate needs to have enough votes.
