I have to say its difficult to complete such a complex system just by some contracts and blockchain.
In my opnion in this project，the key seems to be the designs, the constructs，the maintains of the electricity pool instead of the blockchain and smart contract.
It seems you are stating your perspective with short of knowledge from management aspects. When a system will be managed through blockchain technology, it may grow to next level of due to cost effectiveness and protection against illegal manipulations kind of characteristics of blockchain technology. I am sure suncontracts may bring industry revolution just due to adopting blockchain technology whereas its competitors may lack in that area.
In addition, the world is not just about management, and for this project, some of the obvious technical problems must be addressed first, and then the management problem.
