In what way have the team missed the development side of things? The platform is due to be released in mid September ?
How do they want to implement their blockchain? Is it a complete new source or a fork of other code? Which code base?
There was never a wallet planned for this project. Perhaps you're mistaking this for another project. This is Restart Energy Democracy.
