If you mean delegates in DPOS: Here's an extract from docs:
The delegates, in consensus with economy observers and the whole community, can manage:
• block interval: interval between blocks, maximal size of block/transaction; • expiration parameters: intervals of waiting;
• witness parameters: maximal number of delegates (witnesses);

As far as I know, most of the marketing market works with Fiat. In your situation, it will be best to withdraw 50% of the collected funds into fiat, and leave 50% in the crypt. In this way you will insure yourself against exchange rate risks.
If there is now emergency, I'd rather advise to keep funds in crypto. I know of a project that collected over 300k in ETH last year when ETH was around $10. Now look what that turned into. Travelchain accepts BTC and ETH, these are by far not the most risky currencies.
