I don't know why you say that rewards are not distributed until the project succeeds. After all, all the conditions are described at the very beginning, including the date of payment of the prizes. If you don't like when you get paid for participating in the campaign, you just don't take part in it. If the project does not want to pay bounty rewards then you have to create a scam accussation.
That is why it is important to do a good research of project before joining the bounty campaign. Of course, we will never be sure what the developers intentions are, but the better we check the dev team and the project itself, the more likely it is that we will receive the reward on time and it will be worth something after listing on exchange.
