If you are looking for a exchange with less risk, you'd better use a decentralized exchange. You don't know if the centralized exchange will be hacked in the future and can only hope it will never happen. At least put your altcoins in your own wallet.

Highly recommend you use some exchange below:
- Binance: the biggest exchange
- Houbi: the TOP 3 biggest exchange
- Kucoin: the profesional platform
- Index: accept trading almost altcoin
- HitBTC: low fee and accept trading alot of token from new ICO project

The list of exchanges you have provided is very good but one thing i can clearly say only two top exchanges will have most reputable coins. I hope Binance is the safest exchange for me to trade the coins.

I have tried to sell tokens in the past which resulted in losing all that I had, I need more advice on best Exchanges for mostly all altcoins and how safer they are to use?
I want to say okex, because in my opinion there is safe, as long as I exchange my coint there until now it's safe, and this okex is the 10 biggest market, maybe this advice helps a little, sorry if it's not right because I am still a beginner and need to learn and looking for more information and more experience in this bitcointalk world.

in my opinion it depends on the coin you have at the moment and if I suggest hanging on binance or okex they have a large enough and safe and transparent volume

I suggest that if you have a lot of coins or tokens, binance is safe and comfortable without any risk, if you have a token, you want to go to idex or hitbtc. if I'm often hitbtc if I'm alone

And how did it happen, if not secret? Maybe this is not the fault of the stock exchange, but your inattention? In any case, I would advise you to use only trusted exchanges, such as Bittrex, Binance and so on.

less risk? Decentralized exchanges with hardware wallet (Ledger Nano S)

Also there are some exchanges using cold wallets only: Quoine/Qryptos for example (they are gonna unite into the single exchange Liquid in 2 days btw)

there is no exchange that has a small risk because I think everything has the same risk depending on how the market activities, the more activities, the greater the volume of transactions and certainly the easier it is to buy and sell crypto. for me this is more profitable because it is easy to get margins. what needs to be considered is the service of each exchange

I can recommend some for you and remind you not to trade on a trading platform with a small number of traders!
1. GDAX https://www.gdax.com/
2. OKXE https://www.okex.com/
3. Binance https://www.binance.com

Yes, these exchange will follow a lot of security measures in order to protect the people funds. As long as exchange is following some security reasons we are in safe hands, recently we are seeing many scams from the hackers.

For centralized trading platform you can use binance the top priority.  Next you can use okex exchange.  In addition you can trade tokens quickly with decentralized trading platforms such as Idex ether delta.  No need to KYC to trade

I will choose just three - Binance, Bittrex and Kucoin. I registered on many exchanges, but i feel safe just when using one of that three. May be i can add Qryptos, but their withdrawals are so slow that i can not recommend them.

Bigger exchanges doesn't necessarily mean that it has better security or services. Hitbtc for example, is one of the earlier exchanges but the service is shit. I'm using kucoin and OKex for now and I haven't got a problem with it.
Nothing on this world would become permanent or would remain on the top spot and just like how we do see on the current situation of Poloniex where it do being replaced by new ones like Binance. Going back into those days on where Binance was just starting up but the fact they do gain popularity yet they can really deliver out on what a trader needs but doesn't mean big exchangers cant really face up issues either on service side or hacking incidents.

I had a really great experience with CEX.io for fiat/crypto operations. They have pretty low fees for fiat withdrawals. Especially, if you withdraw to VISA the fee is always fixed $3.80.
