My definition of best ICO are those who are sold out easily, I will only choose one and that would be CENTRA.
You guys knew already that it was endorse by Mayweather and I believe he invested heavily in this project as well, however due to the bitcoin fork the price had dump a lot and you can see it now, the price is below ICO price, I guess people are waiting for big exchanges before they will start buying CTR Tokens.

Goldmint. I think it's still on. It's about assets backed by physical gold. Bought on Tokenator with 50% bonus these days but will be disappointed if that collective purchase on Tokenator do not reach the minimum because in that way Tokenator will send me my ETH back instead of MNTP. But Goldmint looks really interesting although a bit complicated to understand their big idea.

There is lots of ICO happening which is having high potentiality like Stash Pay with good team and strong concept, Spectre looking great , Stex.exchange has done record in presale they collected 15000 eth in couple of hour . even uahpay its regulated ico and approved by government.
It's very hard to figure out how too much ICOs exist today and if most of them are legitimate while there's too many ICOs with red tags. That is why there's too much confusions which and why because I found ICOs were totally the same no matter what kind of fields they're working on.
Well I think CENTRA, TAAS AND COSS are three nice ones and of course one that has run a little longer JANUS which is now making a nice mining farm as a side project to earn revenues for token holders. I like Coins or Tokens that will bring some passive income to holders because this will help many people retire in the near future from living off the income of many tokens.
ARToken and Spectiv. Good concept and marketing policy. According to most ICO ranking systems they have pretty good hype and risk ranks.

This year did some record breaking. We have MobileGO who's ICO was the highest ever and then broken by Bancor which was also topped by Tezos at over 200 millions dollars in 2 weeks. BAT also made a record when its ICO was sold out in less than 1 minute.
Tezo, Bancor and MobileGo has been a nightmere for investors,none of the three has done anything significant after their ICO. This is the reason why all these overfunding of projects need to stop. Ethereum, Stratis and NEO all have marketcap lower than $20 million and have done really well in the market, again what is wrong with POW projects
Im also in need of some ICO's to take a look at? I have seen quite a few recently but I haven't been blown away by any concepts or whitepapers. 
I read one article and author said that smart contract for person and small business is a very needed projects. And i find one, that should start in November. You can google it, but I recommend to join their telegram chat Confideal - @confidealioeng
Karma and uTrust are the two that have my attention at the moment. Both do something that most projects don't: serve a useful purpose for which market demand actually exists. That's more than most ICOs can say.

BCDiploma, Spectiv, and Qchain look interesting to me and seem to have good teams.
I agree that with the state of ICO's right now, some form of vetting from a 3rd party is something to look for. Didn't know about Smith and Crown. Thanks for the share! Another one is if you can find out if they have any sort of legal representation as reputable law firms don't want to soil their reputations with companies they don't think stand a chance. Personally, it's also nice to see a demo or something other than cheap talk to give you some confidence in the product.
All that said, I keep hearing good things about Bitclave and Qchain. The latter released a demo not too long ago that looks pretty nice. Their ICO starts tomorrow, could be worth checking it out.
