If you are asking about investing in the altcoin, well I guess always check the top 20 listed in the coinmarketcap.com then choose among the 20 coins on top in which of them you like to buy at least you are safe to invest your capital because it is legit and have big community, and big volumes in the market.

Yeah that is the best way to plan our investments in altcoins but we need to make sure that we invest when price is low and not at the peak as price can go down anytime but that is the best strategy to invest in altcoins looking at the top coins listed on coinmarketcap.

You can buy pre-coded games and build a site for probably less than around 1BTC.
You'll have to find a way to get publicity going but that probably won't be too expensive (depending on the profits you want to see).

You need a license in your country only.
WITH ONE EXEPTION. The UK Gambling Act of 2015 introduced a means for everyone who owns a gambling site remotely to get a license to cover the UK.
As to now I have not seen anyone get arrested/fined from outside the UK in betraying this law/guidence, however, it's possible. America (the US) may have a similar arrangement as well.

You need to take "reasonable steps" to not have customers in the UK. This could simply be blocking UK IPs (however, people from the UK and other restricted destinations can use relays/vpns and get past this if they so wish).

Different companies and developers have their own prices. Some offer assistance in long term while other just flew away after they have submitted you the project. Other than this, they may also set up backdoors. Other than this, there is no guarantee that your gambling site will become famous. Still, Best of luck!

In my own opinion, bitcoin is the best investment at the moment. I also consider investing in some good altcoins with a huge potential to rise. Investments that promises a big return are all scams and none of them lasts for few years.
