At the moment it is very difficult. People stopped believing in new projects because most of them turned out to be scammers.
Aside from promoting their project via social media and different forum, I think they should attend some crypto related events or even host their own event to explain much further about the project though it would acquire some funds to do it.
I believe that if you just want to promote the ICO, then you need as much advertising as possible on all available sources, but only with the restriction that wherever you give advertising, there would be interested people.
Now, when the market is down and overwhelmed with different ICOs Ann thread is like putting the goods on the showcase. This is better than nothing but clearly not enough

The purpose of bounty campaign is to help a project raise funds from investors for it ICO and also to make the public aware of the project. Though it's not most projects that run bounty campaign, so they use other means like social media marketing, ANN thread announcement ,etc but the most effective of all is the bounty campaign because it helps to meet targeted audience on Bitcointalk forum and other platforms.

The best way to promote an ICO is the project itself, investors are wiser now, they know what kind of platforms they want and they want an ICO that they think will deliver, even if they hire professional advertising firms, I don't think it will reach the desired funding.

Adjusting to be more competitive while the market is not so friendly, you have to do such things like this to learned from the community

Bounty campaigns mostly turns out the reason for dump when tokens are released. I would say campaigns that force user to dive deep into project, are best to promote it.

Without bounty campaign, you will never get enough exposure. More specifically, without bitcoin paid signature campaign, you will not get the targeted audience. So, better contact with a good reputed bounty manager and start bitcoin paid signature campaign. You will get some good exposure.
maybe for the first time the crypto project must make airdrop and bounty. because then maybe many will follow and market the project. thus attracting several investors to join.

Bounty hunters are really important they do the campaign at zero cost because they will have to wait for the tokens they will receive to get aid for their works, sometimes they even got scam or not getting paid after months of promoting the ICO.
There are a lot of ways to promote ICO projects through the net. In my mind it is even impossible to define any tool as the best one. Cryptocurrencies are very dynamic and any instrument could be effective.
Bounty is an example in the introduction of the cryptocurrency community in social media to the ico. and also by following a number of blockchain events, the team can get investors. this is the way to do it
Of course there are many places, Youtube, Twitter and social media are the best places for ICO promotion, if we only rely on one type of course it will be difficult to reach hardcap.

A good bounty will give a nice boost to your project. Include campaigns like signature, YouTube video, articles and social media and your project will brought attention in different crypto channels. You have to hire a famous bounty manager and he will check all entries for you.

I don't think Ann threads are enough in this regard. The best form of marketing and advertising remains word of mouth. This is being offered by project bounty hunters. Projects can also improve upon this by offering unique marketing campaigns to bounty hunters to ensure they cover everything about advertising. Paying bounty hunters with project tokens and cutting down on expenses.
