I think that the failure to pay is related to the lack of your re-tweets in the period from 6 to 13 February
I do tweet on February 10. How can I fail ..??
And the question of re-tweet, in the rules not described re-tweet it was a tweet from betcoin during the period of the campaign. so in conclusion I can do re-tweet tweet on betcointm until you reach the minimum limit.
