This site is currently the most generous site around here that give back what it makes to the player. Accumulating the wagered amount currently until the theshold is met is not a feasible idea yet because the point of this promotions is to encourage people to bet more during a week timeframe.
However things could perhaps change in the future as all this generous giveaway / promotions is based on the site's business. As long as the players keep supporting the site by playing here, the promotions could be change in the future to accomodate all player's need

It's a lot more nuanced than that. Investors are rewarded (with EV) proportional the amount of risk they take. So in cases of a full-kelly bet the investors have 100% the profits (with no commissions of any kind charged), and a bet with no risk they would have no rewards.
