ive received the network notification, so in the mean time my wallet cant syncing yet? or i need to wait new wallet release?
i just re-download the wallet and rescan whole block.. but now got notification from network.. i guess syncing is not working for me now.

close your client, go to your appdata folder (click on start, type run, open the "run" program, type %appdata% and click run) look for the rubies folder and open it. Backup your wallet.dat file and then Delete your peers.dat file. when you open your rubies client again it should sync

However the other exchange is taking much time in giving me access

I guess the number of Twitter followers you have mentioned i.e. 400 will not be reached by many.... Will some one who has less than 400 but have a Twitter audit score of more than 280 (70% of 400) be eligible to take part in this twitter campaign?

Thought you needed both conditions to participate? (Or did you mean to point that out?)
IMO, it is not likely that the player would need to meet either 2 OR 3 to participate, because if that was the case, just 3 would suffice.

You could always create a large volume by constantly betting on the site and with some luck you could get large volume before you busted , or you could even got lucky and manage to increase your bankroll thus gaining more volume
