Metabank is delivering the functional units ready to mine. It is currently unknown if they have their own SMT lines and PCB fabrication or if they're going to contract everything out. While metabank is indeed an exchanger of sorts, they are the primary investor into the 65nm bitfury product and will be the principle/sole supplier of devices and chips.
