If you are making the weekly giveaway for highest winner you should reset it every time you started a new round else it wont be fair he will be getting all of it and no body would risk since they dint already .

The weekly award is going to be progressive, so if there won't be anybody new topping the "top winner" chart this week the prize pool will increase next week. It will function sort of like a JACKPOT with a starting seed of 0.5 BTC. With time the prize will be harder to win and also the prize pool will increase making the next player who will top up the "top winners" chart very happy.
