I see, as I did not change the language previously so my focus was on the 1st rule which says that it is for IDR members only.
Once I change the language (I tried Malaysia/Singapore), the 1st rule also changed to it is for MYR/SGD members only.
So it means that this promotion is available to the listed countries only, but it still does not closed to other countries since global users may create IDR/MYR account.

Sure the lower the fees, the better.
I think BK8 still has competitive fees on crypto transactions, and if the player wants to go lower, a transaction with e-money is practically free if the region supports it.
That's why, I think, not many players raise this issue, because either (1) they don't care about $1-2 fees, or (2) they use e-money/local payment methods. Hence, the BK8 fees policy practically has no issue anymore.
