how is your setup?
what cgminer version?
are the 440 mh/s the 5 seconds or the avarange value?
cause with the 5 seconds value i also get 440 mh/s but avarange is only 380 mh/s.
i did set --icarus-timing short=90
but same result...
but my settings must be ok, cause the others have 333 mh/s.
i also use a 16.000 mhz oscillator and a 1.3 k resistor for r1.
couple of questions,
are you running 3.4.1 or more of cgminer?
if its lower instead of short=90 just use short
are you getting the timing messages on the console?
they should look like this

above AMU1 is running at 16Mhz, AMU5 is stock and AMU0,4 are 13.5Mhz
if your not getting these messages then the timing isn't working.
Also give it a few minutes to settle down with timing as it has to work out the best values. I would suggest wait until around 100-150 accepted hash's
but having said that. 440Mh/s is pretty close. but all of mine do run at 446-447Mh/s after 5 minutes to settle down.
edit: as you can see the average is almost there but the current hash rate on each device has been correct for about 100 hash's now.
