Well the IP corresponds to http://www.ip-address-lookup-v4.com/ip/68.164.57.219 LA, which is near temple city. Now this is dynamically allocated IP so the location is not precise, so it could've been Temple City as well.
If the guy is with Governmental projects system engineering background he definitely could've learned C++ in his late 50's then he got a stroke, stroke can change you heavily, even your writing style.
