I think exchanges like bitstamp , still might deserve another chance, as they atleast refunded the members and are now using multisig.

The important thing they need to do in reimburse. If they are not able to do that, would be hard for anyone to trust them

they were the first to bts, pts, counter party.
in my eyes they were innovative.
Downside was that you never knew when the Chinese Secret Service close the page.

I guess if they will open exchange, they will add on balance only "new" deposited btc so if u will switch cny on btc after open it will be valid btc..
