Seems like they're gonna allow withdrawals for altcoins after Chinese Newyear, they just posted this on their Weibo (Google translated):

最近让用户担心了,我们将在春节后首先安排人民币以及美元的提现工作,届时用户可以登录验证后提取账户中的余额。其他虚拟币的提现工作将在确保数字钱包安全的情况下陆续开通。首批开通提现的虚拟币将包括NXT,XCP,XTC等。

"Recently allows users worry, we will first arrange withdrawals work renminbi and the dollar after the Spring Festival, then the user can log on after the extraction verify account balances. Withdraw the work of other virtual currency will be opened in ensuring the safety of the digital wallet. The first opening of a virtual currency withdrawals will include NXT, XCP, XTC, etc."

In 2015 the Chinese New Year will be celebrated on Thursday, February 19. The withdrawals of renminbi and dollars will be first arranged since they require bank transfers and are less prone to hackery and thievery, as I see it.

They have said they will start arranging withdrawal after their holidays which are till 24th. So wait for a week at least before hoping for any funds.

That is plain irresponsinble from them. Seems like holidays are just buying of time. RIP Bter.

They have updated their webpage, now if someone wants info should visit (first register) http://weibo.com/btercom   and their twitter account (the last tweet is of 29 Jan) :  https://twitter.com/btercom

They are obviously favorizing chinese users then. Why didn't they posted it on website or tweeter?

Yeh they do not even bother to translate them message and copy it on twitter.

I do not understand why they going to open exchange only after holidays? They lost 1.5m$ users money and gonna left on holidays to celebrate and drink beer? Ah, sure, now they have money for celebrate.

From my experience with and in China they don't do anything over Chinese new year. I think they don't get much time off normally so this one holiday is well used.

Though, yeah, it would be kind of cool if they could open it up again so people don't have to worry if they're going to get their alts back.

very strange...elevated number of "incidents on exchanges" in the last couple of years.

Probably just more people that know about bitcoin and also about hacking. If that's what it was...

Ever wanted to run your own casino? PM me for info
It seems like an exchange is "hacked" every day now! Same lesson over and over again. Never for more than 1 minute leave your money on an exchange as your wallet. When its on the exchange you don't "own" the bitcoins as you don't have the private key and you trust that when you click send they will send. If you are going to use a centralized exchange just send your bitcoins when you are doing the trade and don't leave anything on there.

I sent him an email but they don't reply to me   Undecided, this is not "cool".

I guess they must be receiving thousands of emails about this.

Borisz has right, however someone from you know how much customers had in his exchange (registered/active)? Or aren't public data?

I remember there had been a number of registered users on the site, something around 45 thousand people. But this may well be a number from another exchange that stuck to my memory.

Thanks, I will inform and I will find the answer of my question. However I've updated the OP with this interesting video (a quick bipartisan explanation also about why a decentralised exchange is needed):
