Developers deliver every half year. Protocol gets upgraded, beside that they there are updates that polish bugs. Progress is constant. Most developers work fro free, some gets paid by the community donations. Same with a research lab, that keep researching new possible technologies that can get implemented in Monero or to increase its privacy or to keep privacy but reduce transactions size/time. Monero is one of coins with highest development rate and for this Monero did not need any ICO or a company or a premine or anything similar. It depend on voluntary work and community donations.

If we are having a purpose to buy a speculative asset and bitcoin is much better than it and I have the same opinion like you because I'm only buying monero when I wanna create an anonymous transaction for someone. that's better than using it as speculative asset because monero has no utility usage to be used on its platform.

monero is a good coin, investing in monero is the same as in ethereum, I'm sure there will be an increase even though all coins are in a bad condition for trading now. but this is good for buying monero and some other assets.Usually when prohibition happens in those countries or states price of that item increases and not decline. If you would like to research for how much, you can look at alcohol prices before the alcohol prohibition in USA and after.
Of course i believe prohibitions will be rare and short, since everyone including gverments have a good use case for opaque ledger crypto currencies.
