Depends on what the TS plans to buy altcoins for. If he is fixed on the high BTC out in the USDT it makes sense to buy BTC again and part of the deposit to spend on altcoins/tokens. And if the purchase will be made for FIAT you can start immediately with altcoins.
Although: Buy always BTC!

cryptocurrency always happens beyond our expectations, but there is nothing wrong for us to give advice and opinions even though no one knows what the future will be, and in my opinion when investing in cryptocurrency is better start early, because it affects how we use the conditions and opportunities in the cryptomarket not depend on time.and I also agree that it is better to start early, even if you buy or add to your assets, you can get big profits at one time but also have big risks.
so if you already have enough assets, then my advice is not to rush to add it now.

I will suggest you to buy because in the middle of 2019 a big bull will definite come in the crypto market so but more and more.
Nobody is sure of when the bull run will come. It's even possible it might not come in this year, because there are factors that would determine that. If those factors are not put in place, there might not be any bull run.
It's a good moment to invest, not much risk and it can be insanely profitable, if you have patience.

I have bought the current dip, or at least... when market cap was still around 120 billion usd. Following my policy to buy after huge drops only, i planned to buy the next dip if market cap is around 60 billion usd. But should i not buy the current dip twice? Because what if the bakkt launching next month is succesful? What if it gets followed up by the ETF getting approval in the february sec-decision? What if it all comes paired with new developments that occur? Is this a realistic scenario for short-term?
What would you do, if you were following my plan/policy? I don't buy with large amounts so i can take some losses, what do you think is best?

Get facts and pacts about the project.
confirm the originality of the project.
decide if its long term investment or short term arbitrage
make your trades.
then you secure your wallets.
If you want to buy now,then I will suggest you buy top coin because no one can be sure of what will be the outcome of the ETF proposal.
I think buying now is the best choice. because the situation is now starting to increase market prices. but we cannot know of this situation. the problem is that the future conditions are always different from what we think. so while there is time it's better to use it first.
For me i chose to buy now and keep it until the cryptocurrency market rises. this is the right time to invest because crypto market is rising so take advantage to it amd buy tokens or invest.

I agree, it is better to prepare in advance for the future movements of the market, as if rising or falling. Having bought now in case of a rise, we only win, if a regular recession begins, we can safely sell our investments.
