In my country the law says that people aged 18 or over are allowed to gamble in casinos, this includes going to bars and clubs and consuming alcohol. Governments made this decision based on the idea that when a person is 18 years old, they already know what is right and what is wrong and can understand what they want in life. So when this person gets $50, this 18-year-old person knows that the $50 must pay bills, then if there is money left over they could play. But if you give $50 to a 9-year-old child, $50 goes towards paying bills. This 9-year-old child is playing games of chance and someone else tells him that he can win a lot of money by playing, so this 9-year-old child will play with all 50$

This is because children don't know what it means to pay bills, children don't have big responsibilities, the only thing children worry about is waking up and having fun. Now there are things that I simply cannot understand, for example, governments make laws that say that people over 18 years of age already have the right to decide their lives, they can now gamble, consume alcohol, smoke cigarettes. but ironically, the same governments keep banning casinos allegedly because gambling is dangerous for people, but these people who gamble are over 18 years of age and are adults and can think for themselves, so when certain governments ban the casinos are automatically saying that people in their country are irresponsible children, something that is not true because they are the same people who vote for them

Aside from that when you say inexperienced people they do not look dumb literally in front of the machine slots. Let me get you straight, are you asking if young children that is not up to +18 years but knows gambling odds or can predict games well are allowed to gamble? No they don't have to gamble because they can not control the habit of gambling when they manage to get addicted to it. Young children that is not above 18 years can not afford to gamble with what they can afford to lose, many young children don't have money in their own because they don't have jobs that can provide them money. Even if they win the money will still go back to the casino they won the money or to another casino because the children that's not to 18 years mindset isn't matured so they will not know how to use their winning

I'm not sure if anyone has answered my answer, but IMO +18 is a person who can have better control than -18.
this means why gambling always says that at least new customers must be 18+ because someone who is mature enough has better emotional control, although this doesn't guarantee it, but at least they can control themselves better.

The dangers of gambling was well known around my area, I applied cautious when I decided to start gambling some months back, never risk what you can afford to lose, I take this very seriously, the damages of gambling is surely this very one, risking too much.

My wondering about the gambling terms that inexperienced gamblers are not allowed to play the game is overwhelming me because I am yet to figure how those who are experienced acquired the knowledge and where and how they started to Gambling before they got the habit to be experienced gamblers.

Why you use child as an example if we talk about +18 ? The difference in understanding the world between 18 and 20 is little. There are people who are, lets say +30, and still are naive and believe in Santa Claus. For us, adults, 18 year old person is still a child, but in most countries that person is allowed to drink, smoke and gamble. And are you a chemistry teacher to talk about chemicals in the brain? Never heard about that. What chemicals are created during gambling? Suppose you are talking about dopamine, an organic chemical that we get when we get joy and expect rewards. But persons brain produce that during entire life.

On underground scene for sure anything can gamble whatever age you are as long as you have money in your position then everything will be allowed. But expect you deal with illegal things with this and minors who participate on such activities have higher possibilities to experience more violent atmosphere since they can see all the worse they can't imagine there.
