There is a problem with signature code. I suppose this should be fixed.
Text should be centered. And the part "Join now and claim sign-up reward!." is simply not visible under posts. I have a feeling that this signature is too bit to fit under user posts

These 16 participants are going to start creating mostly crap topics everyday. Not a good idea to add such a rule. Even it is not forbidden, you shouldn't launch such a campaign.
Perfect example of why not everyone that can run a campaign, should actually run a campaign (because they can't run a campaign the way it is supposed to be run).

I suggest to OP, campaign manager to ask the community about these rules. I will not be surprised if this campaign requirement is against forum rules.
Paying for bump ANN threads is strictly forbidden here, opening threads and mandatory posting in the same thread is very close to being against forum rules.
